Check Range of values in MetaTables

• Content of cera_check.ctrl_qual (entries: Hans Luthardt)
• Next job will check the following  experiments
• tables with out-of-range values
• more specific results from check (out of range values)
• Absolute Minimum and Maximum from Metatable
• Start Björn Lautenschlagers MetaPlot Applet

Before running the Check insert apropriate EXPERIMENT_ID's  into table cera_check.ctrl_jobs

• use cera_check.ins_project <project_id> to insert complete project
• use cera_check.run_job to execute job
